Job Description

Reporting to the Vice President of Communications, the Director of Advocacy manages government relationships to help the agency reach and serve vulnerable populations and advance public policies to prevent and end homelessness. S/he maintains mutually beneficial relationships with elected officials, and local and state agencies. S/he develops and implements a public policy agenda aligned to the agency’s strategic priorities, and guides agency leadership in the navigation of complex political relationships. This position is a member of the Communications team that is part of the agency’s larger Strategy department and also includes community relations, consumer relations, our volunteer program and communications. As an agency director, s/he is also a member of the agency’s Management Team. 
 
RESPONSIBILITIES
  • Leads the development and implementation of a public policy agenda that advances the agency’s mission and its strategic priorities
  • Works as a close adviser to senior leadership and the Board of Directors to develop, execute and maintain focus on the public policy strategy
  • Tracks legislative and regulatory developments and other key public policy initiatives
  • Works with content experts to shape, update and communicate agency positions
  • Coordinates with other organizations to maximize effectiveness of advocacy efforts
  • Identifies legislative, regulatory and political risks and opportunities and, where appropriate, makes recommendations
  • Manages state and local government relationships
  • Collaborates with the National Council to ensure alignment, integration and coordination and to leverage and provide expertise and resources
  • Engages with the agency’s community—staff, clients, supporters and Board members—in policy and advocacy initiatives in ways that leverage their perspective and voice
  • Partners with the Director of Engagement to create meaningful advocacy opportunities
  • Coordinates the agency’s participation in coalitions and workgroups
  • Advises clients, Board and staff members on interactions with political and public officials
  • Facilitates meaningful public policy conversations with the agency’s community
  • Staffs and supports the Board of Directors Public Policy Committee
  • Works closely with fellow Strategy department directors to provide political and policy support
  • Works closely with the Communications team to ensure alignment of narrative and effort
  • Models and reinforces the Health Care for the Homeless “core values” of dignity, authenticity, hope, justice, passion and balance
  • Actively participates in performance improvement  and advocacy activities that support the agency mission
  • Protects our client’s personal health information by maintaining compliance with HIPAA and other relevant Health Care related IT security regulations
  • Performs other duties on an as-needed basis
 
QUALIFICATIONS
 
Education
  • Bachelor’s degree required. An advanced degree in public health, public affairs, public relations or related field preferred
Experience
  • A minimum of seven years of public policy or government relations experience, preferably within health care, housing and/or criminal justice, or other social justice areas
  • Leadership in both the development and analysis of public policy
  • Knowledge and experience within the political and economic structure of greater Baltimore community and/or Maryland is highly preferred
 
Skills
  • Excellent written and verbal communications skills
  • Excellent judgment and political savvy
  • Ability to plan, implement, oversee and evaluate complex initiatives and events that require cross-team input and collaboration
  • A high level of comfort working with low-income individuals and families
  • Experience in public speaking and media relations a plus
 
WORKING CONDITIONS/PHYSICAL REQUIREMENTS
 
  • Able to move frequently throughout the day, including sitting and standing for long periods of time
  • Attends meetings inside and outside the agency
  • May be exposed to infectious disease with little likelihood of harm if established procedures are followed
 
SUPERVISORY RESPONSIBILITIES
 
This position has no direct reports.
