How cold does it need to be before winter shelters open?

Even though the most frigid temperatures have lifted across the United States, cold weather still poses a threat to those experiencing homelessness. Hypothermia can set in when temperatures drop below 50 degrees Fahrenheit, but many shelters don’t open until it’s much colder.
