This position’s primary responsibility will be to provide leadership
to the DMH/DD/SAS system as it designs and implements cost-effective
systems-level initiatives to create integrated supportive housing for
people with mental illness, developmental disabilities and/or
substance abuse. To that end, the position will provide readily
identifiable Division of Mental Health/Developmental Disabilities/
Substance Abuse Services leadership; collaborate with stakeholders in
local communities, DHHS, the state and at the federal level; oversee
related evidenced based practices policy development/implementation;
and work to support the Olmstead decision and the state s efforts to
move individuals with supportive housing needs from state operated
institutions to less restrictive community based settings. Position
will supervise at least one staff member within the Best Practice and
Community Innovations Team engaged in supportive housing work.
Qualifications
Knowledge of public mental health, developmental disabilities and
substance abuse services delivery systems; supported housing programs,
services and supports; supported housing-related evidenced based
practices; and how best to serve individuals with supported housing
needs. Knowledge of federal and state regulations related to 1915(b)/
(c) waiver; expertise in public policy development and implementation.
Ability to communicate or interface with advocacy groups,
legislators, state officials, federal officials, and state and
national experts on supported housing matters, and work on an agency
and interagency basis to facilitate and support systems change. Skills
in contract development, negotiation and management; research, data
analysis, technical writing, communication, training; and software
technical applications. Leadership for managing individual staff work
performance in a team environment. Management Preference: Doctoral
degree and at least 4 years of supervisory experience and 4 years of
consultative experience related to supported housing programming and
services, and supports provision and/or public policy formulation /
implementation.
Requirements
Master s degree in a human services field and five years of experience
in the area of assignment, including three years in a supervisory or
consultative; or a four-year degree in a human services field and
seven years of experience in the area of assignment, including three
years in a supervisory or consultative capacity; or an equivalent
combination of training and experience. Special Note: This is a
