Health Care and Housing Are Human Rights

National Consumer Advisory Board

What is NCAB?
The National Consumer Advisory Board (NCAB) is made up of homeless and formerly homeless persons who have been clients of Health Care for the Homeless projects across the country and who are involved in the governance of those HCH projects. NCAB is a standing committee of the National Health Care for the Homeless Council, and the elected Chairperson of NCAB sits on the National Council’s Board of Directors.
   Mission
To be the vehicle for consumers of Health Care for the Homeless Projects;
to become a collaborative voice on national issues.
We hold central the priority of assisting consumers in the development of by-laws and/or guidelines for local CAB's and serving as a clearing house of information and assistance to consumers.

Ellen Dailey Consumer Advocate Award
This annual national award honors the memory of the founding mother of NCAB by recognizing homeless or formerly homeless persons who have done extraordinary work to improve access of homeless people to health care. Call for nominations. Please join us for the presentation to the winner during the opening session of the 2009 National HCH Conference & Policy Symposium.
   Consumer Travel Scholarships
The participation of consumers plays a critical and valuable role in the success of the National HCH Conference & Policy Symposium. A limited number of stipends are available to support travel, food, lodging, and conference registration costs for homeless or formerly homeless members of HCH boards or advisory committees or for consumers who are staff members of HCH projects. For an application (due April 1, 2009), click here.
Consumer Participation Outreach
NCAB is developing a method called Consumer Participation Outreach to engage large numbers of homeless persons in establishing and advocating for our policy priorities. In the initial outreach effort, HCH Consumer Advisory Boards and HCH projects across the country used the same outreach questions to engage in conversations with homeless persons, which resulted in the following report and recommendations. The Consumer Participation Outreach #2 asked questions about health care; Consumer Participation Outreach #3 asked about chronic homelessness and access to services. Outreach #4 further explores the links between health and homelessness.
